Yes, a retired prerequisite that is part of a major pathway that has not been retired still counts as valid for one year (or for the duration of its validity) after it has been retired. However, since the MS-203 Certification appears as expired on your Learn profile, it won't count because a prerequisite needs to be active.
In this case, you will need to pass one of the following prerequisites, along with the MS-102 Exam, to obtain the Microsoft 365 Certified: Administrator Expert Certification:
- Microsoft 365 Certified: Endpoint Administrator Associate - Certifications | Microsoft Learn (MD-102)
- Microsoft 365 Certified: Teams Administrator Associate - Certifications | Microsoft Learn (MS-700)
- Microsoft Certified: Identity and Access Administrator Associate - Certifications | Microsoft Learn (SC-300)
- Microsoft Certified: Information Protection and Compliance Administrator Associate - Certifications | Microsoft Learn (SC-400)

After fulfilling all the requirements, you will be able to see the Microsoft 365 Certified: Administrator Expert Certification in your Learn profile by following these instructions:

Sign in using the personal Microsoft account (MSA) associated with the Certification profile that you wish to keep, the account used to access the Microsoft Certification profile before.
Go to Credentials on the left pane, then click on the Certifications tab and you will be able to see the certifications registered in your Learn profile.

How to download your certification:
To download, click “download” in the lower right on the “Certificates” icon.
This will list the certificates that you have earned. Click the box next to the name of the certificate to select it.
You can preview a single selected certificate, or you can download a .zip file with multiple certificates selected.
