AZ900 test stuck | OnVue is stuck at "We're currently downloading your exam files: 0%" | Despite of having speed of 25Mb/s Dowload & 5.36 MB download.

I have logged 30 minutes prior and OnVue is stuck at "We're currently downloading your exam files: 0%". 

Would the amount be refunded.

With these kind of technical issues, please contact the exam provider directly as they will be giving you an option either to have the rescheduled for free or to refund the amount.
