Can i write AZ-400 exam without AZ-204 or AZ-104?

I appreciate your interest in taking both of the exams to be Certified. Allow me to provide information with regards to your concern. 

Please know that to earn the Microsoft Certified: DevOps Engineer Expert certification, you need to complete one prerequisite of Exam AZ-104: Microsoft Azure Administrator or Exam AZ-204: Developing Solutions for Microsoft Azure and then the Exam AZ-400: Designing and Implementing Microsoft DevOps Solutions. 

To answer your first question, yes, you are correct. The AZ-400 exam can be taken first, then the AZ-204 or AZ-104 exam.

Also, please be aware that all of the discount or voucher are non-transferrable/convertible. 

Additionally, the Microsoft | 30 Days to Learn It only permits one free exam per person every six months; thus, you may still be qualified for the AZ-204 exam discount after six months.
