Edited: MCSA Server 2016 and MCSE Elective Exam | Network+ and A+ Certifications

I'm just now starting the process of completing the MCSA Server 2016 Certification.  My boss at my IT company said that holding both the Network+ and A+ current at the same time should qualify for the elective requirement.  Here is a link below for a previous Microsoft rep saying this true in the past.

Is this still the case with MCSA Server 2016, and how do I link these certifications to my Microsoft account?

Please be advised that only exams that are currently available on our Learning site are the current requirements in obtaining the certificate.
