This certification has been retired MCSA: SQL 2016 Database Development - Learn | Microsoft Docs Please keep in mind that the Microsoft Certification Team continually monitors industry trends to keep pace with changes in technology, resulting in the introduction, revision, or retirement of some exams. 

Windows Server 2019 and SQL Server 2019 content will be included in role-based certifications on an as-needed basis for certain job roles in the Azure Apps & Infrastructure and Data & AI solution areas.  

We have not received any update if Windows SQL Server 2019 will become available. I would suggest to check. Microsoft blog from time to time to keep you updated with the current news.

In regards to the certification for MCSA: Windows Server 2016, we can suggest this page which instructs and adapts the certificates and skills that are best for your profile.  Learning Site.
