Hello, Chathu.
Welcome to Microsoft Community, here your request will always be well received.
As we understand from your post you want to create a Microsoft Certification profile.
For you to be able to create your Certification profile, please attempt the following workaround steps over the course of the day:
1. Clear cookies and cache from your browser. Restart your browser.
2. Open an InPrivate Window and log into the Learn Profile you already created. (Microsoft Learn | Microsoft Docs)
3. From your Learn Profile dashboard, go to your Certifications section (click on profile photo > Profile > Certifications).
4. On this section, you will encounter the following information just above the "Connect certification profile" button: Don't have a certification profile yet? Register for an exam to create one.
5. From your Learn Profile, please attempt to register for any Exam. You will be taken to the Exam registration page, where it will be required that you complete your Certification profile details.
6. After you complete your details, click on "Continue" a new MCID and the MSA used for your Learn Profile should be displayed at the top right of your screen.
7. If you do not wish to proceed taking an Exam yet, complete only the details page until you are able to save your details.
8. To check if your Certification Profile was created, close and restart your browser on an InPrivate Window and log back to your Learn Profile.
9. Attempt to connect your Certification Profile to your Learn Profile (Log into your Learn Profile > Settings > Account Management > +Add account. Log into your Certification Profile MSA.)
Once you have completed these steps, your Certification profile will then be completed as well.
Please note in cases where your government id only shows your first name, since the system requires you to fill out the last name in that space place a _ so it lets you create the account, the _ will not show up on the certificate.
Please consider when selecting the country, its indicator will be added automatically, sometimes users will input the country code in the "Area Code" (the code is often determined by region depending on the size of the country, or by service provider in the case of cellphone numbers) field causing the error.
At the same time, please make sure you do not use any special characters in city/country/address such us æ, ø, å, ä, ö, etc… In case you keep receiving the same error message, please let us know and we will proceed with the proper process.
Please let us know if there is anything else we can do for you. If the information we shared was helpful, please let us know by choosing “Yes” where it says, “Did this solve your problem?” located in the bottom right corner of this post. This will let us know if your support experience has been great or how we can improve it. If no response this thread will be closed and locked in one business day.
