how to Validate certificate for Third person

We have a candidate that claims to have compeleted certifiate from Microsoft,
>removed< and we would like to have his/her educational record verified. I would be grateful if you could help me in this matter.

Attached above is the letter of verification request along with the consent form signed by the candidate for further processing.
