Need DIRECT COMMUNICATIONS involving personal information and regarding Retired Microsoft Certifications from 1998-2002 (MCP, MCP+I, MCT, MCDBA, MCSE, etc.)

I would like to "privately" talk (or chat if necessary) with someone regarding subject line. I cannot find an actual Phone Number to call for Certifications, and whatever I do find for Phone Numbers, they just turn around and refer me to attain ONLINE HELP only.

How can I reach a LIVE PERSON, engage in discussing PERSONAL INFORMATION and get assistance accessing RETIRED CERTIFICATIONS from over 20 years ago?

Please help...information needed for third party and time/response is important.
