I understand that you need assistance with your Pearson VUE account as it has been blocked.
In order to address this, you will need to contact your exam delivery provider (Pearson VUE) directly. Their support team will give you full assistance in recovering and giving you access to your account for you to be able register for an exam using your voucher code.
They can also give further assistance needed in exam rescheduling & cancellation since they are the ones who can modify and have visibility for the available slots/dates.
