Upon checking, it appears that your account is not yet totally migrated to your certification profile that’s why you’re getting an error when you try to access Learning Download Center.
To complete the account migration, please follow the steps below:

for us to reproduce the problem and for us to diagnose the issue. Then send it to the
private message which I have initiated for further review.
