Business developer account setup broken - Microsoft runs on trust -> directed to support . Unable to select workspace

Signing up to an app developer account for my business, I received a message - Microsoft runs on trust. We engage in a rigorous set of evaluation and certification processes; as a result your request was blocked. If you require further information please reach out to Microsoft support .....

what happens next? How difficult will developer account signup be?

Took a week to figure out how to add a certificate to my app for publishing with the signing tool.
