Hotmail account needed to register for an Azure certification test?

This is Raymund, one of the Managers from the Certifications team. 

To provide clarity with your concern, due to some restrictions with Company/Work/School account, it is advised to use personal Microsoft account when processing an exam registration.

On the other hand, if you wish to associate your Certification Profile after completing an exam or certification to your Company, you can definitely do this option by contacting the Microsoft Partner Network (MPN) team. They can be contacted through this link.
