Is there any mandatory Timeline I have to pass all required exams to earn DevOps Engineer Export Certification ?

You don't renew exams, you renew certifications, so as you haven't earnt the certification yet as you do not hold the pre-requisites then you cannot renew it.

I cannot find any time limit for the exam to be used to qualify for a certification documented under https://learn.microsoft.com/en-us/credentials/support/help  but I would not rely on you being able to be able to use the AZ-400 exam indefinitely for the certication.

I would guess you have 1 year but I will leave it to the moderators on this forum to advise you further. However, I would start planning now to take AZ-104 or AZ-204 before September.
